PUBLIC WORKS COMMISSION SPECIAL MEETING
October 25, 2007
MINUTES
CALL TO ORDER: The meeting of the City of Roseburg Public Works Commission was called to order at 11:51 a.m. Thursday, October 25, 2007 in the City Hall Council Chambers.
ROLL CALL: Present: Commissioners John Kennedy, Richard Weckerle, Dick Filley, Doug John, and Jim Kent
Absent: Chair Chris Spens, Commissioners Nathan Reed, Fred Dayton, and Stuart Liebowitz
Others Present: Jeff Blank and Jim from HDR Engineering
Attending Staff: AIC Public Works Director Nikki Messenger, Engineering Manager Jim Maciariello, Civil Engineer Dick Hutton, and Public Works Department Technician Chanelle Rogers
APPROVAL OF MINUTES: Kennedy moved to approve the minutes of October 11, 2007. Motion was seconded by Filley and carried unanimously.
DISCUSSION ITEMS:
Storm Drainage Master Plan Update: Messenger introduced Jeff Blank from HDR Engineering and informed he was available for questions after his presentation. Blank informed that he was the consultant from HDR Engineering that has been working on the City of Roseburg’s Strom Drainage Master Plan. Blank discussed the process they go through to make the Storm Drainage Master Plan. He informed that the overall goal is to recommend a series of improvements to the City’s storm drainage system that manage the quantity and quality of storm runoff under current and future development conditions while providing general guidance for the development community as they add new storm drainage infrastructure to the City. After the consultants get all the information from the City than they have to do modeling. Modeling tells them where problems are, there are 3 types of modeling including Hydrologic, Hydraulic, and Water Quality. After they have done the modeling they then identify the problem spots that are existing and future, they rank the problems by flooded volume and speaking with City staff, identify the highest relative pollutant concentrations (“hot spots”). System recommendations are then provided for resolving existing system problems, recommend system improvements to accommodate future growth, maximize the existing infrastructure, and target multi-use facilities. Examples of how the reports will look in the final Master Plan were shown. Blank explained the prioritization evaluation criteria, they use a weighting & ranking system. Filley inquired if global warming had any effect on what HDR does. Blank informed that yes and no, it affects their results based on different reports that they look at and use. Weckerle has noticed that in Roseburg the major problem is what has been done to the natural creek systems, if bridges and culverts weren’t installed they would take care of themselves. Also Weckerle mentioned the soil conditions that are in Roseburg, specifically regarding to the “black mud”. Blank replied that they are aware of the soil conditions in the area. Filley asked if the airport had drainage issues, Messenger informed that there was one small problem area. Kennedy asked if the plan is to have staff finish the review of the ranking and provide a recommendation to the commission. Messenger informed the financial part needs to be completed also.
