UTILITY COMMISSION MEETING

APRIL 13, 2006

MINUTES

CALL TO ORDER: Chair Phil Gale called the City of Roseburg Utility Commission to order at 3:37 p.m. on April 13, 2006, in the City Hall Third Floor Conference Room.

ROLL CALL: Present: Chair Phil Gale, Commissioners Brad Kelsay, Fred Dayton, Dick Filley, and Richard Weckerle

Absent: Doug John

Others Present: Noel Groshong Umpqua Basin Water Association

Attending Staff: Public Works Director Clay Baumgartner, City Engineer Kim Kent, City Civil Engineer Dick Hutton, Water Department Superintendent Bill O’Byrne, and Public Works Secretary Chanelle Rogers.

APPROVAL OF MINUTES: Dayton moved to approve the minutes of the March 9, 2006 meeting. Motion was seconded by Weckerle and carried unanimously.

DISCUSSION ITEMS:

Capital Improvement Plans for Storm Drainage Fund and Water Service Fund: Baumgartner informed that the Public Works Department is now in process of developing the budget for the Storm Drainage Fund and the Water Service Fund. Portions of these funds are intended for construction of capital projects to maintain or upgrade the systems. Tables were provided that showed the proposed 1-year and 5-year storm water capital improvement projects and water capital improvement projects.

MOTION: Weckerle moved that the Utility Commission recommend to the Budget Committee and City Council to approve the Capital Improvement portions of Storm Drainage Utility Fund and Water Service Fund Budgets; recognizing that individual projects may change depending on most current priorities to the utilities at the time of project initiation. Motion seconded by Filley and carried unanimously.

Storm Drainage Fee Increase: Baumgartner discussed that increases in the Storm Drainage connection charges and monthly service fees are proposed to reflect increases in the Consumer Price Index (CPI). The proposed charges are in line with revenue streams proposed for the FY 2006-07 Storm Drainage Budget. Staff recommends that the Storm Drainage rates for hookup and service be increased by approximately 3.3%.

MOTION: Filley moved that the Utility Commission recommend to the City Council to increase Storm Drainage rates set by resolution NO. 2005-20 to the following, effective July 1, 2006:

Connection Charge:

New Service Connections: Any new development which results in increasing the amount of storm water discharged directly or indirectly from property into a public drainage facility shall pay the following connection fee and drainage system development charge:

Public Improvements by Private Contract: Baumgartner discussed the proposed procedures to define and regulate requirements of the City in regard to the construction of public improvements by private contract (PIPC) have been drafted and are being reviewed by the City and by those professions who may be affected. A flowchart of the proposed procedures as they apply to subdivisions was provided. Baumgartner discussed the highlights proposed by this process, and informed that the Roseburg Municipal Code requires the Public Works Director to collect fees set in accordance with Section 3.04.040 of the Municipal Code to cover the costs, including overhead, for engineering, inspection, and review services performed by the City on any improvement not constructed by the City. A fee schedule for City review and inspection recommend by the Public Works Department was provided.

MOTION: Dayton moved that the Utility Commission recommend that staff proceed with establishing a procedure for reviewing and inspecting Public Improvements by Private Contract, and initiating fees for services as proposed by staff in accordance with the Municipal Code. Motion was seconded by Weckerle and carried unanimously.

Update on Dixonville System Transfer: Baumgartner reported that the Roseburg water system has provided service to the Dixonville area since approximately 1967. The system has exceeded its capacity for provision of adequate quantity and pressure of water, and in 1994 the Dixonville Water Association on certain portions of the system issued a service moratorium. Most of the Dixonville system is now almost forty years old. Although the piping materials may have decades of remaining useful life, the component sizes are being heavily used by continued growth since the conception of the system. A new booster pump station is required between Pump Station No. 2 and the Grange Reservoir to overcome high frictional loss in the summer heavy demand periods. Pump stations No. 2, 3, and 5 are showing age through corrosion and need to be reconstructed. The pump station work, and a new telemetry monitoring system has been estimated between $ 400,000 and $650,000. The design of these components is underway and the first construction phase is hoped to begin later this year. The City has prepared and tendered to the Association a draft agreement to transfer the system to the City. After the agreement is executed, a statutory 120-day notice will be given to the members and others in general before the corporation can be dissolved. Closing is expected to occur within about six months.

BUSINESS FROM THE COMMISSION: Dayton informed the commission that he will be out of state for the May and June Commission meetings.
