Downtown Parking Permits Now Available
Roseburg OR – Downtown Roseburg parking permits are now available to purchase at City Hall. Downtown residents and employees can purchase a parking permit by contacting the City Finance Department at finance@cityofroseburg.org or 541-492-6710.
Parking permit fees range based on lot location. Companies, who purchase permits for their employees, can qualify for a bulk discount if purchasing more than ten permits at one time. A limited number of permits will be issued for each parking lot, and each permit is issued on a first come, first serve basis. The City currently owns and manages five parking lots in downtown: The Flegel Center lot, Court Street lot, Downtown Parking Garage, Phillips Street lot, and Shalimar lot. Each lot contains a select number of parking spots for those who are either residents and/or work downtown.
City Finance Director, Ron Harker, discusses the permitting process. “We are now accepting parking permit applications and payments at City Hall,” says Harker. “However, because of the complex nature of the parking permit process, we strongly encourage people to fill out the application ahead of time. Please bring a completed form to our office, either in person or via email, so that your permit can be processed without delays.”
On March 31, 2020, the City canceled its contract with Park Smart, who provided parking enforcement services in downtown Roseburg. Since then, the City has hired a parking consultant to help revamp the downtown-parking program. The City and consultant have recruited members of the public to join a Stakeholder Advisory Committee (SAC) to oversee the development of a new parking program, which will be implemented in 2021.
Until a new parking management plan is in place, the City will be temporarily issuing and managing parking permits in the downtown area. Starting in mid-September, Roseburg Police Department will begin enforcement of City-owned parking lots. Vehicles parked in City-owned lots without a permit may be cited. To avoid a citation, vehicle owners should obtain a permit as soon as possible.
