Thank you for your interest in starting a business within the city of Roseburg. Below you will find documents and forms to help in your new business venture.
The City of Roseburg requires registration of those who come into the City limits who provide a service, product, or trade and are paid for services rendered. As long as the ownership and location of the business remain the same, this is a one-time registration with a one-time $150.00 non-refundable fee. Change of ownership or location requires a new registration and fee. Payment can be made by cash, check, or credit card. Before you sign a lease or purchase property to start your business, please review the information provided. Starting a business requires preparation and collaboration with the City and/or County. The information provided is designed to help you better understand the requirements and begin preparation for your new business. Business Registration Forms
Registration (License) Application - Business Registration Application
This application is needed regardless of the type of business you are trying to open.
Home Occupation Registration - Home Occupation Application
This application is needed in addition to the Business Registration Application when applying for a home-based business within the City limits.
Business registration applications can be mailed to City of Roseburg, Administration at 900 SE Douglas Avenue, Roseburg, OR 97470 or emailed to info@roseburgor.gov.
Vending Truck/Cart
Businesses who will use a vending truck or cart may have additional forms or fees involved. For detailed information review the Vending Carts Business Application Information.
Anyone thinking about starting a food truck will need to speak to the Community Development Department.
Airbnb or Short-term vacation rentals
Businesses operating an Airbnb or short-term vacation rental must also submit an Affidavit of Installation of Smoke/Carbon Monoxide Alarms.

This list is a compilation of all active registrations since the beginning of the Municipal Code Requirement in the early 80s. The list showing the current year of registrations is also included within the Master list.

Don't see a name on the list? There are times when a business name is not filed in an obvious manner. If you use the control key and "f" for find you can type in the name or address to help with your search. You are always welcome to call our office to check to see if someone is registered.
Other Permits and Licenses
The following permits and licenses are required to be renewed annually:
Alarm Agent Permit - Application and Other Helpful Information.
Marijuana Dispensaries - Applications, Zoning Map, and Other Helpful Information.
Social Gaming - Application and Other Helpful Information.
Vehicle for Hire - Applications, Instructions, and Other Helpful Information.
Door to Door Solicitation
You must first obtain a business registration to offer goods or services for sale at a private residence.
Solicitation is only allowed from:
10:00 a.m. to 8:00 p.m. from April 1 through September 30, and
10:00 a.m. to 6:00 p.m. from October 1 through March 31.
No solicitation is allowed at any time on Sunday
or on a legal state or federal holiday.

Felony Background Check: ** IMPORTANT NOTICE: Pursuant to Roseburg Municipal Code Section 9.100.020, a business registration may not be issued to:
a. anyone who has been convicted of a felony within the last seven years (review application form for instruction); or
b. anyone who has been convicted of a misdemeanor within the last 7 years relating to fraud or theft or any law or statute where the elements of such relate to the business activity to be conducted, unless the applicant demonstrates that the offense has no bearing on the applicant’s fitness to undertake the licensed activity without endangering property or public health, safety or welfare.
