CITY OF ROSEBURG NOTICE OF PUBLIC HEARING ON THE PROPOSED VACATION OF A PORTION OF W. FINLAY AVENUE RIGHT-OF-WAY LOCATED IN THE CITY OF ROSEBURG

NOTICE IS HEREBY GIVEN that a public hearing will be held by the Roseburg City Council on Monday, August 28, 2023 at 7:00 p.m. in the Council Chambers at 900 SE Douglas Avenue, Roseburg, Oregon to consider the proposed vacation involving a portion of W Finlay Avenue right-of-way behind Finlay Field in the City of Roseburg. The right-of-way can be found on three Douglas County Assessor’s maps, all within Township 27 South, Range 06 West, Willamette Meridian. Adjacent parcels include five in Section 13DB (tax lots 05800, 05900, 06000, 06100, 06200), one in Section 13DC (tax lot 00100), and one in Section 13DD (tax lot 01799).

A portion of W. Finlay Avenue right-of-way located in the Jeremiah Huntley Donation Land Claim No. 56, Township 27 South, Range 6 West, Willamette Meridian and being more particularly described as follows:

Beginning at a point referred as the “most northerly Northeast Corner, High School Tract” from which a 2 inch iron pipe at the Southwest corner of Lot 5, Block J, “Amended Plat of Blocks G, H, I and J, Laurelwood Addition to Roseburg”, Oregon, as platted and filed as Volume 5, Page 57 in the official records of Douglas County, Oregon bears North 88°36’58” East 5.00 feet and South 02°8’31” East 10.30 feet; thence North 00°30’02” West 25.00 feet; thence South 88°36’58” West 402.27 feet; thence South 00°23’18” East 25.00 feet; thence North 88°36’58” East 402.31 feet; to the point of beginning. Containing 0.23 acres more or less.

This proposed vacation has been initiated by the City of Roseburg in response to a supported application filed by John Anderson, Satre Group representing Douglas County School District #4 who are owners of all property adjacent to the right-of-way being vacated. The vacation will not be made if the owners of a majority of the area affected object in writing hereto. The affected area for the portion of the right-of-way being vacated is considered to be the lots and parcels of real property lying on either side of the area proposed to be vacated and extending laterally to the next street that serves as a parallel street, but in any case does not exceed 200 feet, and the land for a like lateral distance on either side of the portion being vacated for 400 feet along the street’s course beyond each terminus of the portion proposed to be vacated. The vacation also will not be made if such action will substantially affect the market value of the property lying within the above-described affected area.

PUBLIC NOTICE OF
SPECIAL SOLICITATION AND EXEMPTION APPROVAL PROCESS

NOTICE IS HEREBY GIVEN, that a Public Hearing will be held by the Roseburg City Council on Monday, August 14 at 7:00 PM in the Council Chambers at 900 SE Douglas Avenue, Roseburg, Oregon regarding a Special Solicitation and Exemption Approval Process for the purchase of a Ditch Witch HX50A Vacuum Excavator.

Roseburg Municipal Code (RMC) Section 3.06.010 authorizes the City Council to exempt a special public contract from competition on making appropriate findings as outlined in RMC Section 3.06.035(B)(3). In addition, Roseburg Municipal Code Section 3.06.025(E) allows cooperative procurements to be made without competitive solicitation subject to the Oregon Public Contracting Code and Model Rules 137-0460400.

CITY OF ROSEBURG 
NOTICE OF INTENT TO ENTER INTO A CONTRACT THROUGH
INTERSTATE COOPERATIVE PROCUREMENT 

NOTICE IS HEREBY GIVEN, under the authority of ORS 279A.220, the City of Roseburg intends to use an interstate cooperative procurement process to enter into a contract with Zoll Manufacturing for the purchase of new cardiac defibrillator equipment for the City of Roseburg Fire Department. The City estimates the amount of the procurement to be $120,478.80. Zoll is a contract vendor with (NPP), the National Purchasing Partners Cooperative Purchasing Program (Contract Agreement #PS20200).

The procurement also qualifies for exemption from competitive bidding requirements because it will be unlikely to encourage favoritism in the awarding of public contracts or to substantially diminish competition for public contracts, and result in substantial cost savings or substantially promote the public interest in a manner that could not be realized by complying with the requirements that are applicable in ORS 279B.055, 279B.060, or 279B.070.

Notice is hereby further given, at its regularly scheduled meeting at 7:00 p.m. on Monday, July 10, 2023, the Roseburg City Council will hold a public hearing for the purpose of considering approval of the procurement and taking comments on the procurement.

Any vendors who would otherwise be prospective bidders to provide the goods to be procured under the above described contract may appear at the hearing or may comment in writing on the City’s intent to use the interstate cooperative procurement process for said contract by submitting written comments to City Recorder Patty Hitt, 900 SE Douglas, Roseburg, OR 97470 until 12:00 p.m. on July 10, 2023. NOTICE OF PROPOSED COMPREHENSIVE PLAN
AMENDMENT HEARING

NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Roseburg City Council on Monday, June 12, 2023 at 7:00 p.m. in the Council Chambers at 900 SE Douglas Avenue, Roseburg, Oregon regarding a recommendation by the Planning Commission to City Council for adoption of an ordinance approving a Comprehensive Plan Map Amendment to adopt, by reference, a Bike Routes Plan.

The City of Roseburg Bike Routes Plan refines the designated Bicycle Route System and includes improvements to make bicycling comfortable for people of all ages and abilities. The Plan provides guidelines for bike routes implementation and prioritizes future bicycle infrastructure improvements.

The hearing will be conducted in accordance with the procedures outlined in Roseburg Municipal Code (RMC) 12.10.020. The requested action will be evaluated based on criteria found in RMC Section 12.10.020, in addition to the applicable goals and polices of the Roseburg Comprehensive Plan and Statewide Planning Goals.

Public comments related to this topic may be emailed to the City Recorder at info@cityofroseburg.org and must be received prior to 12:00 p.m. on Monday, June 12, 2023. Any person who wishes to speak during the hearing may do so; testimony and evidence must be directed to the criteria.
