NOTICE OF PUBLIC HEARING
ON POSSIBLE USES OF STATE REVENUE SHARING FUNDS

NOTICE IS HEREBY GIVEN that a Public Hearing will be held by the Roseburg City Council on Monday, February 10, 2025 at 7:00 PM in the Council Chamber at 900 SE Douglas Avenue, Roseburg, Oregon regarding recommendation to City Council for Annexation, Zone Change and Comprehensive Plan Amendment of below properties.

City of Roseburg, property owner, requests to annex the county-zoned FG (Farm-Grazing) parcel located outside of the Urban Growth Boundary into Roseburg city limits and apply the PR (Public Reserve) city zoning to the +/-49.92 acre property. The parcels have an AGG (Agriculture) County Comprehensive Plan designation and are described as Township 27 South, Range 05 West, Willamette Meridian, Section 15C, Tax Lot 00100; R61092, Township 27 South, Range 05 West, Willamette Meridian, Section 15D, Tax Lot 00100; R67353 and Township 27 South, Range 05 West, Willamette Meridian, Section 15D, Tax Lot 00104; R67346. The annexation is required to satisfy ORS 222.125, and to conform to the Roseburg Annexation Policies in Resolution 2006-04. The Zone Change request will be evaluated pursuant to Land Use and Development Regulations Chapter 12.10.040 and all other applicable section of the Roseburg Municipal Code.

Comments must be received prior to 12:00pm on Monday, February 10, 2025. Any person who wishes to speak during the hearing may do so; testimony and evidence must be directed to the criteria. Failure to raise an issue may preclude appeal or an action for damages based on that issue. NOTICE IS HEREBY GIVEN, that the Roseburg City Council will hold a public hearing in the Council Chambers of City Hall, 900 SE Douglas Avenue, Roseburg, Oregon, on Monday, June 10, 2024, at 7:00 p.m. on the possible uses of State Revenue Sharing Funds for the Fiscal Year 2024-2025 in accordance with ORS 221.770. During the 2024-2025 budget year, the City will receive approximately $280,000 in State Revenue Sharing Funds.

Public testimony regarding possible uses for these funds may be provided in person or via Zoom during the meeting, or by submitting written comments addressed to the Budget Officer, City of Roseburg, 900 SE Douglas, Roseburg, Oregon 97470, or by email to finance@cityofroseburg.org by 12:00 p.m. on Monday, June 10, 2024. To provide comment via Zoom during the meeting, contact the City Recorder at 541-492-6866 or info@cityofroseburg.org by 12:00 p.m. on June 10, 2024 to receive a link to the meeting.

PUBLIC NOTICE

The Roseburg Regional Airport hereby announces its proposed Disadvantaged Business Enterprises (DBE) Race Conscious goal of 5.43% for Federal Aviation Administration funded contracts/agreements. The proposed goal pertains to federal fiscal years 2024 through 2026. The proposed goal and its attendant methodology are available for inspection online at:

NOTICE OF PUBLIC CONSULTATION MEETING FOR DBE PROGRAM OPPORTUNITIES AT ROSEBURG REGIONAL AIRPORT

The Roseburg Regional Airport has established a Disadvantaged Business Enterprise (DBE) Program in accordance with regulations of the U.S. Department of Transportation (DOT), 49 CFR Part 26. The Airport anticipates it will receive Federal financial assistance from the Department of Transportation, and as a condition of receiving this assistance, the Airport has signed an assurance that it will comply with 49 CFR Part 26.

As part of establishing the upcoming DBE goals for Federal Fiscal Years (FFY) 2024/2025/2026, a consultation meeting will be held from 9:00am to 10:00am on Tuesday, March 19th, 2024 via teleconference for the purpose of discussing potential opportunities for DBE participation in upcoming projects, gain input, and to answer questions. All interested parties are invited to attend which may include (but not limited to) minority, women’s and general contractor groups, community organizations, and other officials or organizations who may have interest or information pertinent to the implementation of the Airport’s DBE Program. The meeting is not mandatory for DBE participation on projects at the Roseburg Regional Airport.
