Administration
Along with the Fire Chief, administrative staff are responsible for implementing policies and procedures, as well as ensuring the department complies with them. Administrative staff processes records requests, agreements, and documentation required for ISO, OSHA, and NFPA standards. Staff is also responsible for strategic planning, safety, statistics, purchasing, and administrative support to all department members.

Operations
The Roseburg Fire Department Operations Division is comprised of three strategically located fire stations. Each station houses an engine company. Station one and three house our ladder companies as well. The Roseburg Fire Department operates on a modified 3-platoon system.
Each shift is comprised of eleven personnel; three Lieutenants, three Driver/Engineers and four Firefighters and a Battalion Chief who has the responsibility to supervise their respective shift.
The Operations Division also oversees the Oregon State Regional Haz-Mat Team 1. The team is comprised of personnel from the Roseburg Fire Department. Haz-Mat Team 1 is a regional and statewide responder to hazardous materials incidents. Haz-Mat team members are assigned to various fire stations and respond to everyday emergencies. Each member of the team has completed 160 hours of Hazmat Technician training and receives continuous training on a monthly basis.
The Operations Division is responsible for the delivery of emergency services to the citizens and visitors of the City of Roseburg. Fire personnel perform a variety of tasks including fire suppression, emergency medical services, hazardous materials response, technical rescue, and public education.

Prevention

The Fire Prevention Division is comprised of a Fire Marshal and a Deputy Fire Marshal.  They work closely with Community Development, Public Works, and the Douglas County Building Department in assuring public safety in all new and existing buildings throughout the City of Roseburg.  This is accomplished through plan review for all new construction projects occurring in the City, inspections of these projects as they progress to completion, investigation of fires, inspections of existing buildings, and investigation of complaints for code compliance.  Additional duties include public education and management of permitting programs such as mobile food vendors, fireworks, demolition, and burn permits.

Training

The Roseburg Fire Department provides all personnel with continuous operational training.  The training division is also responsible for coordinating the new hire training academy when a new Firefighter is hired.  All personnel receive, on an annual basis, a variety of training courses including but not limited to:
