City Council to meet in person Monday

ROSEBURG, OR – The Roseburg City Council will return to in-person meetings on Monday, April 11, after the City ended most COVID-19 restrictions based on updated state and federal guidelines.

The meeting will be held at 7 p.m. at Roseburg City Hall, 900 SE Douglas Ave. in Roseburg. The City continues Covid-19 capacity restrictions of 35 square feet per person for the time being, so the Council Chamber capacity is limited to 47.

The return of in-person City commission meetings and public rentals of City meeting rooms such as the Roseburg Public Safety Center’s Umpqua Room or Roseburg Public Library’s Ford Room are still being evaluated by the City.

City Council meetings can also be watched via Facebook Live at facebook.com/cityofroseburg, or viewed the next day through the City website at cityofroseburg.org/your-government/mayor-council/council-videos.

People can comment publicly at the meeting, by requesting virtual participation or by emailing info@cityofroseburg.org by 4 p.m. the day of the meeting. Be sure to include your name, address, phone number and agenda item you’d like to comment on. Those who address the Council at the meeting must state their name, address and whether they live in Roseburg for the record. All remarks must be made to the entire City Council. Speakers get six minutes to provide testimony and comments, which must be new and not previously presented to the Council. There’s no time limit for comments during public hearings.

Anyone who’d like to comment on an agenda item can do so when the Council addresses that item. People who’d like to comment on a Consent Agenda item, or anything not on the meeting agenda, can do so during the “Audience Participation” agenda item. The Council allocates a total of 30 minutes for audience participation.

If someone wants to address the Council about a complex matter, the mayor or a majority of councilors can postpone the public comment/s to the last agenda item, "Items From Mayor, Councilors or City Manager," after the Council's business agenda has been completed, or schedule the matter for continued discussion at a future Council meeting.

The mayor and Council reserve the right to respond to audience comments after the audience participation portion of the meeting has ended. The Council also reserves the right to delay requested action until fully informed on a matter. 

Roseburg City Council meetings are held at 7 p.m. on the second and fourth Mondays of each month, except in special circumstances when special or joint meetings are scheduled. For more information: cityofroseburg.org/your-government/mayor-council/council-agendas.
