The VIPS program provides an opportunity for community volunteers to get involved in the police department. VIPS members provide hundreds of hours of service each month by conducting vacation house checks, operating the radar reader boards, establishing traffic control at accidents and special events, enforcing disabled parking violations, conducting foot patrols, and abandoned vehicle mitigation.
In the station, VIPS provide services ranging from fingerprinting to subpoena service case follow up.

CITIZEN'S POLICE ACADEMY
The Roseburg Police Department has a long history of working with citizens to solve problems in the community. This police - citizen interaction began when Lee Rodenberger, Roseburg's first Marshall, deputized citizens to assist him in making an arrest.
We are proud to continue the tradition begun by Marshall Rodenberger. Currently, citizens of all age groups volunteer to assist and work with the police department.
The Roseburg Police Department conducts a Citizen's Police Academy in the spring. The class is typically ten weeks long, with one weeknight session per week, two Saturday classes, and one Sunday event. This academy gives citizens the opportunity to learn, first hand, about law enforcement in their community.
Students will receive training in patrol functions, traffic enforcement, use of force, firearms, criminal investigations, defensive tactics, courtroom trial procedures, narcotics investigations, police officer recruitment, emergency communications, the jail system and DUII enforcement.
Instructors for these classes are officers from the Roseburg Police Department and the Douglas County Sheriff's Office. These instructors bring over one hundred years of law enforcement experience to the class and will answer questions at each training session.
The Citizen's Law Enforcement Academy is not intended to make the student into a police officer, it is intended to give the student a better understanding of how law enforcement works in this community.
Applications for the 2022 Citizen's Law Enforcement Academy are now available. Completed applications should be returned to the Roseburg Police Department, Attention Sgt. Allen. Applications are being accepted through January 31st, 2022. The 2021 Academy was canceled due to COVID.
This course is free to the public but the class size is limited to 30 students. Background checks will be run on all prospective students.

CITIZEN RIDE-ALONG PROGRAM
The department extends an open invitation to citizens, persons connected with city government, and the news media to visit the department or ride with a patrol officer as an observer.
These requests must have Watch Commander approval. A ride-along application must be completed prior to approving the ride-along. Patrol observation rides are a maximum 4-hour duration. Observers are limited to one ride per calendar year.
Juvenile observers must be at least 16 years of age and must have a parent or guardian signature prior to consideration. We ask that you submit an application at least one week in advance of your desired observation date. You will be contacted by telephone to confirm whether or not there is a vacancy for the date and time you have selected.
Reports of completed police investigations are available Monday - Friday, 8:00am to 4:00pm.
Cases that have been referred to the District Attorney's office must be cleared by that office before the report can be released.
Generally, there is a $10.00 processing fee per case number.

Impounded vehicles can be released between the hours of 8:00 a.m. and 4:00 p.m. Monday through Friday.
Required paperwork to be presented at the time of release includes:
· Proof of insurance
· Current DMV proof of ownership such as a current title. (a bill of sale or signed off title is not acceptable)
· Valid driver's license
A $100.00 administrative fee is due before the vehicle will be released.
